Election Information
Elections for the Directors of the Board of Green Mountain
Water & Sanitation District are held every two years, on an even numbered
year. There are five members on the Board of Directors, three members being
elected one year, and two members at the next election. Board members are
homeowners in the District. They are elected to four-year term with a limit of
two terms.
To vote in an election for the Board of Directors, persons
are required to sign a self-affirmation form at one of the polling places. This
states that the individual is currently a State of Colorado registered voter, has been a
resident, taxpayer or spouse of a taxpayer of real or personal property within
the boundaries of the District, for more than 30 days.
Responsibilities of Board Members
The Board of Directors for Green Mountain Water &
Sanitation District are required to attend monthly meetings held on the second
Tuesday of the month at 6:00 p.m. They are also asked to attend conferences and
seminars addressing current issues for water and sanitation districts.
It is the responsibility of the board members at the monthly
meetings to discuss current issues and problems relating to the operations of
the District. The topics can range from setting new water and sewer rates and
establishing operating procedures, to deciding on capital improvement projects
for the coming year. Each month the board members review the previous month's
expenses and discuss future expenditures for the District. This is also the
time when concerned homeowners can bring different issues and problems to the
board for consideration. Board members are also expected to be aware of current
issues such as water restrictions and development projects that might affect
the homeowners of Green Mountain Water & Sanitation District.
Budgetary Information
The budget is prepared on an accrual basis of accounting.
The budget is prepared by the district manager and submitted to the Board of
Directors by October 15, of each year, and is open for public comment any time
prior to adoption which is not before the second Tuesday in December. For
budgetary purposes, Depreciation is not considered expenditure and System
Development Fees are considered income. The Board of Directors annually reviews
the water and sewer user charges are necessary for each budget year. The
District is debt free and does not collect property taxes to operate. The
District currently relies on revenue received from water and sewer user fees to
fund the District operations.
